35% Bulgarians Agree on On line Census Only
About 54,000 people will undergo the census of population and households in Bulgaria in February, said Lyubomir Blatski, head of the press centre of the National Statistics Institute (NSI).
Census takers are expected to complete a training until January 25. They will visit households, homes and buildings between February 1-28.
For the first time Bulgarian will hold on line census as well. It will be the first phase of the census and will take place from February 1 to February 9.
According to a national survey, about 36% of the Bulgarians would agree to undergo only the on line census. The reason is that it would take about 15 minutes, while the traditional method would take about 10 minutes more.
On average, one census taker is expected to visit about 200-250 people and 80 households. It is very important that all people and buildings undergo the procedure. In Blatski's words, less than 1% of the people and buildings were skipped in the last census.
He has stated that about EUR 1.5-2 is required for the census of one Bulgarian. In other European countries, the average sum is about BGN 4-5.
Bulgaria is the first EU member state that will hold population census in 2011. It also be among the seven countries, which will hold on line census as well.
The campaign will end on March 1, when the percentage of Bulgarians who underwent the census will be announced. The complete data from the census will be announced at the beginning of April. |

The first census in Bulgaria as an EU member state
Bulgaria is the first EU state to launch a nationwide census of its population and housing. The census will run 1-28 February, starting off the census year across the European Union. The census form contains standardized questions that are the same for all EU members. They aim at gathering information about Europeans’ age, sex, education, occupation, family status and residential conditions. No data concerning a person’s property, income or taxes will be required. Every state will decide whether to include questions related to religious identity, denomination, ethnicity and mother tongue. Under no circumstances will Bulgarians be obliged to answer the above questions. Nationwide censuses are carried out every 10 years by the National Statistical Institute (NSI). This will be Bulgaria’s 17th population counting, but for the first time it will include the homeless, as well as the foreigners with permanent residential status in Bulgaria. Foreigners will be able to choose among census forms translated in Russian, French and English. Interpreters will be also provided to facilitate the process. The NSI will exchange information with the other European states about the number of their citizens permanently residing in Bulgaria, as well as about the number of Bulgarians living abroad. Here is more than Mariana Kotseva from the NSI:
“The census is the only way to collate certain information in the state. It is only by counting that we can determine the number of the population. What is more, only by launching a census can we gather more information about people’s ethnicity, mother tongue and denomination. This is also the only way to know the number of handicapped people, since we do not have a proper register for them. By entering every Bulgarian household we will find these people and will collect information about their lifestyle, so that we can build appropriate policies in the future. The information obtained from the census is also essential in the sense that it will serve as a base for urban development projects, such as the improvement of drainage systems in some areas. Let us say, for instance, you want to apply for European funds. Well, you will have to prove with statistical data that the bigger part of the population does not have adequate sewage systems. A nationwide census is the way to do that. Everybody is excited about the results because intermediate statistics covers the whole country on a district areas level. Yet people are concerned with what is happening on a local, municipal level - what is the age of the population there, the unemployment rate, etc. Over the last 10 years the population has changed a great deal. Some regions have got depopulated while others have become overpopulated. The age of the people has also shifted. People seem quite eager to learn the results from the census. It is also very important that everyone understands this information will be beneficial to him or her”, President of NSI Mariana Kotseva said for Radio Bulgaria.
Bulgaria is among the 7 EU states providing online census, with the latter enjoying huge interest since its very start. For 11 hours alone 80 000 visitors have logged on the NSI’s website, a number that is usually reached over a month. Only by noon on the first day of the census some 26 000 Bulgarians joined the project. The online census will run until midnight on 9 February. After that census officials will start visiting Bulgarian households. According to preliminary data, some 40% of the Bulgarians have been willing to do the online census. In the other 6 EU states this figure is 20-25%. |

Reporters from the private TV channel bTV travelled to the village of Avren in eastern Bulgaria, known for the large number of Brits residing there, to find out how the Census is going to be carried out. They learned that in such locations, the National Statistics Institute (NSI) will send English-speaking people with questionnaires translated in English. The Brits, living in Avren, however, told the reporters they prefer to be able to participate in the on-line census with some not being aware about the Census, and expressing surprise they will be visited soon by someone to count them. Bulgarians, who work and study abroad, also have no access to the on-line Census site outside the territory of the country, NSI remind. This has been done on purpose because Bulgarians residing in other EU Member States will be counted there. |

| Your right Andy this new registration law only applies to properties that were purchased before 2007 ? I think so you won't have to do anything and all the sort of thing will be done by whoever you buy your house through. |

| Well that was totally painless! We'd downloaded both English and Bulgarian versions of the form, completed the BG version as best we could, and handed the form to the interviewer. The whole interview was done and dusted in 15 minutes. I think the interviewer was more nervous than we were, and she was obviously relieved to see the completed form.

Bulgaria Launches 'Traditional' Census
The classic census kicked off 8 am Thursday in Bulgaria, after over three million people took part in the first ever online census in the country.
The traditional census will continue until 8 pm on February 28. It will include 40,000 census takers. On average, one census taker is expected to visit about 200-250 people and 80 households. New legislation provides for a BGN 120 fine to anybody who refuses to provide census information to authorities.
People who have filled in the online census questionnaire have received a unique 10-digit code, which has to be provided to the census takers, when they visit their home.
Foreigners who live in Bulgaria cannot avail themselves of the online option, but still have to take part in the census.
Bulgarians, who work and study abroad, also have no access to the onlinecensus site outside the territory of the country. This has been done on purpose because Bulgarians residing in other EU Member States will be counted there.
The decennial census aims to collect full, exact, and adequate information about the condition of the population, economy, and society which are to be used to draft strategic documents for the development of the country – a National Program for Development " Bulgaria 2020" and a new 5-year plan for the absorption of EU funds – 2013-2017.
The information from the census is also expected to be taken into account when drawing the lists with eligible voters for the 2011 local and presidential elections. Experts have warned for years that the existing lists contain the names of many persons who are dead or have emigrated, which creates conditions for electoral fraud.

New Scam - Census fee Swindlers ask for money and look around the home
Swindlers poured into the homes of Bulgarians along with the interviewers. The scammers ask for tax between 1.40 and 7 leva to perform the census. Others assure pensioners that they have to see with their own eyes the TV and the refrigerator. Don't be naive - you don't owe anything to the interviewers and you are not supposed to invite them at home, officials from the National Statistical Institute stated. False questioners are going about the homes for weeks. To make sure you are not dealing with a swindler request him/her to show their service identification. On special phone numbers you can make an appointment with the interviewer when to visit you home. Today at 10:00 starts the census with paper forms. 3 million Bulgarians have filled the census form online, but they still have to hand the questioner the 10 digit registration number. |

| It just shows they never give up in certain places if there is a scam the you can be sure that some Bulgarians will know of it or even created it I have to take off my hat sometimes when I see how they have worked a way out to rip some poor unsuspecting person off! I know its not funny but if they can think like this and come up with a scam so easily and quickly just imagine how they would be if they worked in government |
