Dear Mr Morris

With reference to your e-mail of 17 September 2010, concerning tuition fees for your children in Bulgaria, and with apologies for the delay, I would like to inform you that in matter of tuition fees the principle of non-discrimination on grounds of nationality must be applied (Article 18 of the Treaty on the functioning of the European Union).

Consequently, if Bulgarian pupils who attain the same school of your children have to pay a fee of 800 euros per year, you should also pay the same amount. You cannot be required to pay an amount set exclusively for pupils having the nationality of a Member State other than Bulgaria.

If you have other questions on this subject, my services are ready to answer.

Our son has been at our local village school since Sept 2008. This September he will be moving to a high school in Bourgas (which one depends on this May's exam results). So far the process seems similar to switching to a senior school in UK except for the catchment area issue. We have to pick 3 high schools in the next couple of weeks, submit our choices and after the exam results are known the selection process starts. The selection process takes a couple of months in various stages so we won't know for definate until the summer - joy of joys.
