I would recommend the Bulair too, unless the lack of a lift is a problem for you (even lots of steps up to Reception, though the Receptionist can help). The other gripe is that the so-called air conditioning is merely a heater that doubles as a fan;
this was a ground floor room but I assume that the others are the same;
other people have left adverse comments about this on travel websites.
However, the price was really good, the location just a couple of minutes walk from bus and train stations and less than 10 mins to the main shopping streets, with museums, art gallery, and interesting churches en route. The beach is a similar distance in the other direction.
The breakfast which was included in the room rate exceeded our expectations, and service is good - they even turned the radio down when we asked (it clashed with the tv and made conversation a strain).
Might try one of the other hotels nearby for a comparison next time, but this is good value and I would not be averse to a return visit.
