If I have read the summary correctly does this mean there could be a second referendum?

But until article 50 is invoked this whole “brexit” thing is outside of the jurisdiction of the EU and I don't believe that they can expel us on the grounds of that they are a little miffed with the result of an internal UK referendum.

The initial point that I was trying to bring to attention was that from the first reading to the second reading was a time period spanning weeks 27 to 42 which is about 16 weeks if you consider the part weeks at either end. The white paper has to go through a total of 11 stages including the first reading before being granted royal ascent, if you consider 8 weeks (removing the summer recess) to be average then the time period could well exceed 2 years, especially if parliament is as divided on Europe as the general public.

I don't know when the referendum was first announced (maybe someone can enlighten me) but I would expect that the time period from announcement to actually holding the vote would be the same for a second and this would then need to be added.

If you excuse me for theorizing and drifting slightly off topic, let's consider that the terms of withdrawal include continued freedom of movement (and I strongly believe that immigration was the deciding factor in many peoples decision to vote leave) doesn't this then lead to reinterpretation of the proposed bill as, defined by the summary as: This is what you are going to get if you don't like it we stay in Europe. When a more democratic proposal would be a simple yes/no vote on the terms.

Sorry for the long reply, but the fault is mine in that I did not clarify in the original post was that the question is how long is this proposed bill going to delay any further proceedings?

On the news this evening it seems the supreme court have voted that article 50 for brexit cannot be triggered without a vote from parliament, and Scotland, NI, wales, don't have any rights to vote on the issue. All down to the MP's now so let hope they vote the right way.

hey know they can't stop Brexit! What they're doing is fighting a last ditch stand and rear guard action to scare other member states off! The UK is out - that's an irreversible fact but they're attempting to protect what left of Babylon so that they have at least some hope of a sinecured, tax-payer funded, bolt hole! They'll need it as well - If we catch a sniff of any of them voting or manoeuvring as a Remoaner, they'll not be taking any more hedonistic money baths in the Westminster money pit after that! The EU is finished and it is only a matter of time before it completely falls apart. This year's elections in EU countries will show a massive swing to those politicians and political parties who either want to get out of the EU or change it radically. Think you are right there Polly, personally I think the decision has been made and no amount of discussions will change it.

Let's get one thing straight-we-the people voted to leave the EU, you cannot just go back into the EU, you need our permission, you would have to call another referendum, however, when are all the remoaners going to accept Brexit in a mature and adult way. Germany no longer dictates to us. We are going forwards not backwards. All we need now is these mps with conflict of interests everywhere to be exposed!!! So we have real honest mps serving us.
