Bulgaria's utilities regulator fined the country's three private electricity distribution firms a total 2.97 million leva, reports in Bulgarian media said on November 4.

The local subsidiary of Czech CEZ, which services western Bulgaria, including capital Sofia, was fined the highest amount - 1.3 million leva. Germany's E.ON and Austria's EVN, which service northeastern and southeastern Bulgaria, respectively, were fined 920 000 leva and 750 000 leva, respectively.

The fines are the result of the regulatory audits ordered by Prime Minister Boiko Borissov in April, which were completed in July and found that the three private utilities were guilty of outsourcing too many activities to subsidiaries.

The size of the fines could have been much higher, but the three companies had fixed the issues highlighted in the reports, the head of Bulgaria's State Energy and Water Regulatory Commission told Standart daily.

The three companies, however, said that they would appeal the fines, claiming that they had not breached any regulations.

Give me a break - companies that send electricity bills to houses that are semi-ruined and have not been inhabited for 30 years? Companies that send bills to deceased citizens? Companies that rip off the Bulgarian consumer by 1000s of leva. That fine should be 100 million each.
