Done a bit of searching and this is what I found

There are only two border stations between Bulgaria and Greece that are open

1. Promachonas/Kulata

2. Dikaia/Svilengrad

But this will be 3 when Zlatograd opens

Please correct me if I am wrong

We have been waiting for this border to open for five years, it might be easier to fly to Kavala from Manchester than Sofia. Its jest a shame that Plovdiv airport cannot seem to encourage the low cost carriers to use the facilities

Bulgaria and Greece will launch new border crossing point

Bulgarian Deputy Foreign Minister Marin Raikov and his Greek counterpart Dimitris Droutsas signed an agreement in Athens on January 11 2010 paving the way for the opening of the Zlatograd-Termes border crossing point between the two neighbouring countries, the Bulgarian news agency (BTA) reported.

The new checkpoint will be inaugurated officially by Bulgaria's Prime Minister Boiko Borissov and his Greek counterpart, George Papandreou, on January 15 2010.

The decision follows people's desire on both sides of the border for faster and easier communication, Droutsas was quoted as saying by BTA.

According to Raikov, the initiative for the new border checkpoint had been in the pipeline for many years, hence it was only a matter of time before both countries finally agreed to proceed.

"
Considering the number of Greeks who ski in Pamporovo, and the number of Bulgarians shopping in Athens, this will only stimulate further economic and tourist development in the region,"
Raikov was quoted as saying.

The deputy foreign ministers also discussed the future of bilateral relations, in the fields of energy in particular. "
Bulgaria and Greece are partners in the Bourgas–Alexandroupolis pipeline project, as well as the Komotini–Haskovo one. These projects display the dynamic role which both countries play on the international energy market, as well as their respective strategic place in Europe,"
Droutsas said.

Greece and Bulgaria are poised to hold a special energy meeting at the beginning of March 2010 attended by high ranking representatives from both countries' respective energy sectors, Dnevnik daily reported on January 11 2010.

It does seem like they need more money so you may be right Jack from whats written in the post above they need a further 2,266,784 leva to complete it but also they say its going to open and I quote "
The new checkpoint will be inaugurated officially by Bulgaria's Prime Minister Boiko Borissov and his Greek counterpart, George Papandreou, on January 15 2010"
so not sure how they can open it if its not finished

I was also led to beleive that the Bulgarian side was or nearly complete but the Greek side were purposely dragging their feet, and are still needing to complete a few kms !If this is the case, going by how fast the work is carried out and it being 5 years since talk of this border opening,do you think it will be FINISHED and OPEN by 2012 ?
I believe there are 3 crossings from BG into Greece and there could be (in the pipeline) 3 more ?

Bulgaria's Prime Ministers Boyko Borisov and his Greek counterpart George Papandreou cut the ribbon for a new checkpoint on the Bulgarian-Greek border at Zlatograd-Xanthi.
