First topic message reminder :

Only 3 day's to go now and there will be a mass departure of Bulgarian and Romanian people, especially emigrants to the United Kingdom
According to Nigel Farrage 29 million will be arriving, so every airplane, every train, every bus, will be way over booked, not forgetting the private lada cars and 10 occupants queuing up at the borders. Nearly forgot to include the donkey and carts and the gypsies on foot who will trudge their way across the snow bound roads of Europe Mass Exodus - Page 4 3367882216

Thousands exit Germany for Bulgaria and Romania

Thousands of Bulgarians and Romanians are leaving Germany each month to return home, putting into doubt fears of a mass immigration from eastern Europe to the country.

In the last two years, around 200,000 Bulgarians and Romanians have left Germany, figures provided to The Local by the Federal Statistics Office (Destatis) show.

Since Bulgaria and Romania became full EU members in 2007, regulations limited immigration to Germany from the new member states. The last of these restrictions were lifted on January 1st 2014.

But figures show that while immigration from the EU's newest members is growing fast, numbers of people moving back from Germany to Bulgaria and Romania are climbing even faster.



Migration from Germany to Romania went up 20 percent, from 50,265 in the first three quarters of 2012, to 60,450 in the same period of 2013.

Figures for the final quarter of 2013 are not expected until May.

Dr Jochen Oltmer, Professor at Osnabrück University's Institute for Migration Research and Intercultural Studies, told The Local that the accelerating emigration was not unexpected.

"
In migration currents one thing can always be observed - the higher the migration into a country, the higher the migration out."


He said most Bulgarians and Romanians in the country stay no longer than a few years which accounts for some fluctuations in migration rates.

Many are students who come over for "
a couple of semesters"
, or professionals for a few years' work experience, before returning home, he explained.

Departures to Bulgaria, meanwhile, grew by 11 percent in the first three quarters of 2013 compared to the same period the year before.



If the number of people leaving Germany for Bulgaria and Romania are taken into account, the net figure for immigration from Romania increased by only nine percent between 2012 and 2013 – from 41,684 to 45,484.

And the net total of new Bulgarian immigrants actually dropped by ten and a half percent on the previous year, from 21,394 to 19,143.

'More opportunities than dangers'

The thrust of the debate on immigration from the eastern states has centred on fears that January's deregulation could cause an "
immigration flood"
.

But the absence of any such immigration emergency was "
to be expected,"
Oltmer said.

"
People have been able to immigrate [from Romania and Bulgaria] for years and restrictions were first liberalized in 2012."


He told The Local the most important immigration-related challenge for Germany's government was actually "
to communicate to the population that there are overwhelmingly more opportunities that come along with immigration than there are dangers"
.

Nora Hesse from think-tank Open Europe Berlin, who is originally from Bulgaria, said many young Bulgarians came to Germany simply to study and then returned home.

“They may also struggle to find a job where they earn enough money to send home,” she told The Local.

'A long migration relationship'

According to the statistics from Destatis the biggest immigration spike came from Italy between 2012 and 2013.

The net number of new immigrants from Italy went up 62 percent between quarters one to three of 2012 and the same period in 2013 from 15,053 to 24,353.

Germany has become the destination of choice for most Italians looking to start a new life abroad, Frankfurt Allgemeine Zeitung reported last June.

Spokesman for the Goethe Institute in Rome Susanne Höhn told the newspaper the biggest demographic choosing to migrate was "
Germany-fans: motivated people around 30 who want to leave their family home, start their own family and find a stable, promising career"
.

Growing immigration from Italy gets less attention than Bulgaria and Romania because there is a "
long migration relationship"
between Germany and Italy, according to Oltmer.

"
The migration from Italy to Germany has been going on for several decades – there are a lot of Italians who have family connections with Italians living in Germany who moved here years ago,"
he said.

And "
the economic crisis in Italy means immigration is especially high at the moment,"
he added.

The background of this "
migration relationship"
means immigration from Italy is seen as "
unproblematic and normal"
, he said.

In contrast immigration from the eastern states is often seen as "
poverty migration"
and gets "
scandalized,"
despite this being false, Oltmer said.

Thanks for that Willow. Naturally there was always the POSSIBILITY of immigration from new member countries but all the hype was purely a poitical hot potato for parties concerned (read 'all') It hasn't happened and its all gone very quiet about the so-called problem. Now its about Ukraine and compensation for the flood victims etc etc etc. Twas ever thus to quote someone from my long past! [You must be registered and logged in to see this image.]

Ukip's Nigel Farage has been openly critical of the decision to have open migration between EU member states.

At the end of last year the Daily Mail splashed on a story claiming that all flights from Romania and Bulgaria were booked up, with job seekers from those countries piling into the UK to take advantage of their newly achieved free movement through the EU.

Those claims were later more or less proved to be wrong and it seems, at least on a short term basis, that there was nothing really in those scare stories.

In the first three months of this year (and the first three months that Bulgarians and Romanians could work in the country without restrictions) the number here (122,000) actually fell by 3,000 on the figures for the end of 2013, according to new figures from the Office for National Statistics.

The ONS break down the figures by nationality and country of birth and it is arguable the latter is more accurate - even though the bigger figure is more appealing for those reporting on the story.

For those who were born in those countries, the number was down by 4,000 to 140,000.

The numbers are not seasonally adjusted but it is clearly evident that the rapid influx of workers has not happened yet, if it is going to.

While the number is down on the end of 2013, there are 19,000 more Bulgarians and Romanians (using nationality) working here now than this time last year - a 18.5% rise.

However, as Alan Travis points out there will be 60,000 fewer short-term workers from Romania and Bulgaria coming to Britain this year after the closure of a seasonal agricultural workers scheme.

Undermining the controversial Ukip poster campaign claiming 26m people in the EU are after your jobs, the figures for the last 12 months showed that the vast majority of new jobs in the last year went to UK nationals.

British workers took 563,000 of new jobs compared to foreign nationals who took 178,000.

The historical comparison that is often drawn on is the unexpectedly high numbers of migrants that entered the country when restrictions were lifted for eight new EU member states in May 2004.

It's hard to call right now whether the same thing will happen with Romanian and Bulgarian migrants.

Although there was a spike immediately after the border restrictions were lifted, that plateaued a little bit before rising higher and higher in the months and years following.

What is evident here is that the "
immigrants are all going to pile in at once"
idea is a pretty simplistic view of migration patterns and that has been reinforced by today's statistical release
