Unfortunately we will never be able to stop fake web sites, but the best people can do is to keep their internet software up-to-date and regularly run anti Phishing and Malware programs to try and catch any rogue cookies that they may have attracted.
Malwarebytes which is also a free program is a excellent program, it only becomes a free program after xyz number of days, until then it will tell you it is not registered, so basically forget about registering because basically they are trying to persuade you to pay for the paid for version.
