I believe the Bulgarian government would have faced the same problems as the French government in imposing this.
Whilst the law was approved by parliament in France, president Sarkozy obviously thought that to impose it could potentially have been political suicide and called it off (he needs the votes!).
Also, Sarkozy wasn't even sure that the EU would ever have allowed such a tax on the basis that it was applicable only to one group of people (and this 'tax' doesn't exist in any other EU country).
