Irish Couples to Adopt from Bulgaria Too



Irish couples will be able to adopt children from Bulgaria, South Africa and Thailand through administrative agreements being discussed by the Adoption Board under the new Adoption Act, The Irish Times has learned.

Under the Act a new Adoption Authority will replace the Adoption Board, with responsibility for recognising all adoptions, both from Ireland and abroad, and for accrediting and regulating the bodies involved in adoption.

At an information meeting of the IAA at the weekend the chairman of the Adoption Board, Geoffrey Shannon, outlined how the new Act would operate, and the new opportunities for inter-country adoption it offered.

Shannon told the meeting that the board was working on administrative arrangements for adoptions from Bulgaria, South Africa and Thailand, though they were not yet finalised.

Transitional arrangements will be put in place so that people within the adoption process under the old system will not be disadvantaged when the new system comes into place, the meeting heard. This includes a provision whereby anyone with a declaration of suitability and eligibility to adopt will still be able to adopt from non-Hague countries like Russia and Ethiopia, or any jurisdiction whose adoption law is Hague-compatible.

The new Adoption Authority will also be drawing up criteria for the accreditation and regulation of adoption bodies such as the mediation agencies that work with individual countries.

According to the report between 10 and 15 application packs had already gone from Ireland to an agency in Bulgaria.

Hi Guys

Good idea meandmine I will see what I can find out. We did speak with the Silistra director recently about this and the following.

It appears that first you have to apply in person to the
1) British Association for Adoption &
Fostering in your own area.
2) Then they process your applications ie run various checks etc once they are happy they
will then forward the application to the International Adoption Group.
3) They also run their own check on you. If all goes well, you will be logged on the waiting list
which we understand is quite long but has a quick appointment programme.
4) Once it is your turn, they will select an orphanage for you to visit, of course this orphanage
can be anywhere and not in the areas you live. They will introduce you to the director and
the welfare officers first. You get the met the children on your second or third visit.
5) When you have made your choice and both parties are happy you will be allow supervised
visits outside. Then you will be allowed a telephone call ever week this can go on for
several months until the case is assessed and approved but the Adoption committee. Then
contracts are drawn up and you can visit with the child again. The orphanage itself has no
say in the matter.

The process can take between 6 and 9 months which is an eternity.

This give us a brief idea - We know of a few people adopting now so will see if they can give us a more accurate rundown, hence will let you know in due course.

Adoption of children should be encouraged, European Parliament says

Adoption, and where necessary international adoption, should be encouraged, so as to give children who are abandoned or at risk of becoming institutionalised in orphanages a family life, the European Parliament said in a resolution approved on January 19 2011.

The resolution, presented by EPP, S&
D, ALDE, ECR and GUE groups, emphasises the need to protect a child's right to a family life and preclude the need for long stays in orphanages. It was approved by a show of hands.

Adoption or an alternative family care solution, such as foster and residential care, should preferably take place in the child's country of origin.

Failing this, an adoptive family should be found in another EU member state, the resolution says. Placing a child in institutional care should be the very last option and also a temporary one, it says, a European Parliament media statement said.

In cases of international adoption, Eu member states should recognise the "
psychological, emotional, physical and social/ educational implications"
of removing a child from his or her place of origin and offer appropriate assistance to the adoptive parents and the child.

National authorities are also asked to report periodically on the child's development to his or her country of origin.

All EU institutions should play a more active role in the relevant international forums so as to facilitate international adoption procedures, and remove unnecessary bureaucracy whilst safeguarding children's rights, MEPs said, according to the statement.

The institutions should also explore the possibility of coordinating the use of the international adoption instrument at EU level, while bearing in mind that adoption is a member state competence.

Co-ordination could, for example, improve assistance in information services, preparation for inter-country adoption, processing of application procedures, and post-adoption services.

The resolution insists that all EU institutions and countries must participate actively in the fight against child trafficking for adoption.

Proper control of all adoption documents, including birth certificates, is essential to remove doubts over a child's age or identity.

A reliable system of birth registration can prevent child trafficking for adoption, the European Parliament said, adding that all the requisite legal measures should be put into place to facilitate mutual recognition by EU member states of adoption-related documents.
