Another fee to add to travel costs

Bulgarian border Toll:-

Bulgaria’s decision to impose a 5 euro border toll on cars with EU license plates when leaving the country has resulted in a negative reaction of Greek and other European motorists. The toll is not imposed on Bulgarian motorists.
The special toll that has been imposed for the past month is valid for one week meaning that motorists reentering the country before it expires will not have to pay again.

This really is scandalous how can they do this and get away with it? I know its Bulgaria but they are still part of the EU and surely this isn't right
