Brussels cut Bulgaria's access to 80 million for fisheries

Despite assurances of Agriculture Minister Miroslav Naydenov, is not likely to be blocked money on "
Fisheries. The European Commission has temporarily blocked access to Bulgaria 80 million.

Information on the Sega yesterday confirmed to Dnevnik Commission spokesman Oliver Drays. Suspended access is the first definitive step towards suspension of payments by the European Fisheries Fund.

"
The decision to block access to the means of Bulgaria has taken recently, but the reason is that there are still operating authority to audit the program,"
said Drays. The establishment of such links is a requirement of fund for fisheries. The auditors had to work back in 2009

After the information of "
Now"
on Tuesday Naydenov Minister said that there was no danger money to be lost, and the European Commission has sent an action plan. Sources Dnevnik in Brussels to explain the delay in the agriculture ministry unprofessionalism and poor communication between him and the Ministry of Finance.

Problems with the formation of audit authority to agrovedomstvoto led the Commission to recommend that it be transferred to Treasury. From there, however, declined due to high workload.

Yesterday agriculture ministry reported that the audit authority was created a month ago and the information it has already sent to Brussels. Naidenov next week will meet with European Commissioner for Fisheries Maria Damanaki, which will discuss the topic.

According to the regulation of the European Fisheries Fund first step towards a final loss of money is a temporary postponement of payments under the program. This step has been made because of "
serious deficiency in the management and control program, which affects the reliability of the procedure for certification of payments and which are not taken corrective measures,"
says the regulation.

If the problem is fixed, the EC can give two months in which to explain why the country does not take measures. Following this, the Committee may terminate all financing. Currently this limit is not raised, explained Drays.

European Commission approved the Operational Programme for Fisheries and Aquaculture "
at the end of 2007, its total budget is 107 million, together with national co-financing. Since then, in Brussels expect compliance assessment program to begin interim payments to beneficiaries.

The first evaluation, sent in 2009 was rejected by the committee due to insufficient information on how the authorities check the validity Bulgarian requests for funding, criteria for approval of projects and plans unclear responsibilities between governing and controlling bodies.
