We have stayed in the Hotel Consul in Sofia. It is a small 3 star Hotel costs a lot less than the bigger Hotels cost about 40 pounds a night maybe a bit less. Breakfast is OK and edible. Reception speaks very good English only takes about 5 - 7 Mins to the Airport by Taxi, with a fare of about 5 - 10 Leva.
