| Looks like its going to cost even more to Tax your car next year
The price of " vignettes" (road tax) in Bulgaria is set to increase next year, announced Rosen Plevneliev, Minister of Regional Development.
The price of vignettes has not changed for the past two years. The most popular are annual vignettes, which cost BGN 67. In 2008, the revenues collected totaled BGN 217 M. In January this year BGN 103 M were collected, according to the Road Agency.
In October 2009, the recently sacked director of the Road Agency, Yanko Yankov, had announced that the price of stickers would not be increased in 2010.
The National Road Infrastructure Agency stated that there is still no decision on how much new stickers will cost, nor whether this hike will apply to all categories of vignette.
Three ministries those of Regional Development, Transport and Finance are meeting Monday night to discuss the matter.
Plevneliev told the Bulgarian National Television there were several variants to be discussed. The final option will be announced Wednesday, when the budget is to be put before the Council of Ministers
The price increase should be applied only to one-year vignettes, in the opinion of the Minister of Regional Development.
The Ministry of Transport prefers not to offer an opinion, because they have not yet received the analysis of the Road Agency, said Minister Alexander Tsvetkov.
The Ministry of Finance commented that they are still analysing whether all types of vignettes are to go up and by how much, or whether the rise should be limited to certain categories only.
Currently, a tender is open for the selection of vignette distributors; the project is worth BGN 40 M, over a period of 4 years, and the deadline for presentation of offers is November 2.
At the moment, the stickers are being distributed only by DZI Trans and Bulgarian Posts. The intention of the tender is to provide for more distributors of the vignettes, said Minister Plevneliev. |

| I've been told about some of the roads in Bulgaria and some of the pot holes or should I say craters but I would think that this increase is for the government coffers |

The price of the vignette (road tax) will not increase in 2010, the Bulgarian Ministers of Finance and Regional Development have decided Tuesday, according to Darik Radio.
The current cost of an annual vignette for a car is BGN 67, a price unchanged since 2007. An eventual rise in the cost of vignettes was discussed as a way to cover deficits in the budgets of the Regional Ministry and the Roads Agency, by providing funding for road maintenance and construction.
Next year, however, the ecological tax on trucks that are older than Standard Euro 3 heavy-duty truck and bus engines built before 2000 will go up by 30%. It is likely that lower ecological taxes will apply to all other vehicle categories. These changes are being made not so much as a result of European Union requirements, but because of the State budget.
It is expected that further, official information on the decision of the two Ministers emerge Wednesday, when the final parameters of the 2010 State Budget become clear. |

| Off subject I know but having just returned from UK we think the roads in BG are better, the pot holes and razed drain covers in UK are worse than BG.....but the roads in Romania are wonderful now...

Vignettes from last year will be valid until the end of January 2010, the National Road Infrastructure Agency reminds. The road police will not fine drivers with no stickers this month. The consortium between EIBank and VIP Security, registered under the name Vignette Stickers Distribution is prepared to begin offering vignette stickers at gas stations starting next week, if the contract for vignettes distribution is signed by January 10. The Lukoil Roads Holding consortium has not filed a second complaint at the Commission on Protection of Competition until the expiration of the respective term, which would mean that the choice of Vignette Stickers Distribution as the next distributor is final. Annual vignette stickers issued last year will be valid until the end of January, the National Road Infrastructure Agency (NRIA) reminds. Vignettes will be offered for sale at EIBank's branch office network, consisting of over 220 offices all around the country. Distributors to be sanctioned if vignettes are not available
" Vignette stickers will be sold through ATMs. They will be sold not only at petrol stations and post offices but in supermarkets, too," stated Bulgaria's Minister of Regional Development, Rossen Plevneliev, in an interview for The Standart. Presently, vignettes for 2010 are sold only in road police departments and as of January 18, they will be available in trade centers, too. " After the end of the initial campaign, we shall start talks with all card operators. The idea is that together with BORIKA bank organization for card payments and all banks in Bulgaria we make a joint software to allow the sale of vignettes through ATMs," VIP Security company which was elected to distribute the vignettes explained. VIP Security in a consortium with Economic and Investment Bank won the tender for the distribution of the vignette stickers. The sales of the vignettes will be registered daily in the Road Agency.
