PostSubject: Re: Smoking Ban   Smoking Ban - Page 3 Icon_minitimeThu Apr 26, 2012 5:24 pm

Hi all,

I know smoking is an emotive subject but thr fact is an awful lot of bulgarians smoke. To ban smoking like in the uk and enforce it will kill off an awful lot of small bars and restaurants in bg just as it has in the uk. Segregated areas yes then we can all have freedoms of choice. Was not bg being bg that we all liked and loved and decided to move to. To make it like the uk well why move, bg is bg good and bad it is what it is warts and all for me that is why I love it. When smoking is banned what next alcohol that is what they haved moved onto in the uk then what. In bg you can get away with a lot let it remain so if everything that was supposed to be bad for you was banned what is the point and yes I appreciate that smoking may affect others around you but the bigger picture has to be looked at.
Yes I smoke yes I drink yes I drive a car but in all cases I think of others around me but I want it to be my choice not dictated to.

Sorry to waffle.

William

Up to date information on the smoking ban [You must be registered and logged in to see this link.]

Bulgaria's crack-down on smokers date back to 2005, when a partial smoking ban was introduced only to be widely ignored. Smoking Ban - Page 3 3135333095
and so will this one be on 1st June because it is very hard to change a habit of a lifetime Smoking Ban - Page 3 794030042

had a meal at the thracian golf club in the royal bay the night before the ban. there was no provision for smokers inside or outside. think they have taken ........total ban literally. [You must be registered and logged in to see this image.]

i can recommend this restaurant, good service and good food. little upmarket which is nice if you celebrating anything, not expensive, cost us 20 pounds each. the wine is more expensive than the food, i dont like wine personally. but a good night out. Smoking Ban - Page 3 1995268642

Just found this on the Novinite rag, although I don't smoke I can see the issues the owners are having and I think its the same all around the world especially in bars.

Bulgarian Restaurants Suffer Huge Losses over Smoking Ban

The Bulgarian restaurant sector is registering record losses over the full smoking ban, according to the Deputy Chair of the Bulgarian Hotel and Restaurant Association, Atanas Dimitrov.

Speaking before bTV Tuesday, Dimitrov said the turnover has slumped by 50% after the introduction of the ban, adding it would not reduce the number of smokers in the country anyway.

He cited data from the Finance Ministry, showing that in June, after imposing of the ban, revenues from tobacco products excise duty were BGN 994 M, which was by BGN 73 M higher than the previous month.

Dimitrov added the same practice in other countries has not proven effective in giving up smoking either – measured only between 1.5% and 3%, while cigarette sales in the US keep their level despite the constant increase of smoking restrictions.

He insisted on lifting the ban, and returning to having separate smoking and non-smoking areas in establishments, along with a public debate and tax relief for the sector.

The Health Ministry, however, remains unwavering on the ban, with representatives saying that in the last 3 months when it was in effect, nothing "
apocalyptic"
has been noticed, the society is accepting the ban reasonably, and going back in the other direction would be more detrimental.

Many restaurant, bar, and coffee shops owners in Bulgaria say they are alarmed about looming losses since the ban has been effective so far only in the summer when people could smoke on outside tables.

PostSubject: Re: Smoking Ban   Smoking Ban - Page 3 Icon_minitimeTue Sep 25, 2012 5:17 pm

A very interesting topic. At the beginning of summer, our family moved out to our country house as is the norm for us. When we left there were 16 thriving small bar/restruants in our street and happy sounds used to drift up to our fifth floor apartment during the warm evenings. We moved back a couple of days ago because school has started again [at least for our children]. The street is dead..15 of the businesses have closed down and speaking today with the remaining owner, it seems he will do the same very shortly..his was the biggest in the street with about 70 tables and 18 staff. He told me that most nights he is lucky if he gets four tables filled now since the ban came into force [and is being enforced]. By my calculations, that's around 100 people who now have no job, plus the financial loss to the owners. And that's just one street!!

Just in case anyone is wondering, I have been smoking since I was 15 years old. I stopped for seven years back in the late nineties, but took it up again when I realised what a load of garbage I had been fed by the doomsayers...food did NOT taste better, I DIDN'T feel better, I was NOT fitter, in fact, due to the eight stone I added to my weight whilst not smoking, I had trouble sitting in my aircraft seat. I still managed to pass my aircrew medical every year, just like I had since the mid seventies.

To my mind, smoking is a personal choice, just like eating chocolate or chewing gum..both of which turn my stomach..as long as everyone is tolerant of those around them, I can't see a problem.

I feel sorry for the people that may have lost their jobs but it is the end of season and that would have happened anyway (maybe) but when you have watched someone die of smoking related illness and not just one but several it does put a different slant on the smoking debate. The smoking ban is a very emotive subject whether we be smokers or not. The usual rules apply when a country brings in the ban and the new law always appears to apply from a date in the summer when the restaurant and bar users can move out side for a cigarette and return to their seats. If businesses are suffering now they will certainly suffer when it is too cold for customers to brave the cold weather outside the bars and restaurants for a ciggi. Turkey did the same as BG and instigated the new law in the summer and their bars and restaurants are suffering as well. In Germany they have "
no smoking"
and "
smoking"
rooms, they are a member of the EU and it would appear that this law is legal there and assumably legal in other EU countries.

Here is some interesting information [You must be registered and logged in to see this link.] ... up-survey/
And more [You must be registered and logged in to see this link.] ... per_capita
Bulgaria in 4th position and the UK in 65th position

I have just come in from being quiz master at a pub. we had 50 people taking part and don't forget it's a Tuesday night not Friday or Saturday,
I always put in a smoke break and tonight I had a 10 minute break between rounds 2/3 and rounds 5/6 and only seven people got up and went outside for a cigarette in a heated area. Most of the pubs who are doing good business are doing well because they want to do well and are offering their customers a good service and different functions to draw people in. I think the drink/driving laws and the price of petrol are more harmful to the future of pubs surviving than a smoking ban

Both the bars in our village are suffering now the evenings are getting cooler.

In winter quite a few of the older men, who live on their own, go to the bar to sit next to the petchka, watch a bit of TV, play cards, smoke 3 or 4 ciggies with a rakia or two. Some don't have a TV some just don't bother to (or can't afford to) heat their house all day and night, some just want a bit of company. I wonder what they will do when it is -10 for a bit of warmth and companionship, I can't see the bar managing to stay open, especially taking into account the price of wood to heat the place vs. possible lack of customers.

Smoking Ban - Page 3 3356871870 Esta. A Bulgarian village bar is not a bit like a British bar where the owners find other things to attract business. They are the hub of the village and a Godsend for the old folk. The topic to smoke or not to smoke has been literally been done to death but it is criminal to stop one of the few pleasures that poor village people have in life. Okay, its not good for you or them - many things are not good either but we are all going to die sooner or later of something. These directives lose tax revenue and keep people living longer hence the pension problems that arise out of a longer living population.

MPs propose to repeal the ban on smoking in public places

bTV

Today, 28 September 2012 12:32

Two independent lawmakers proposed to repeal the ban on smoking in public places. Cyril and Stoyan Ivanov Gumnerov have paid a bill to change the Health Act yesterday. Their reasoning is that the current ban on smoking indoors, which was imposed by the Health Act will lead to an increase in unemployment of at least 30,000 people.

The owners of catering establishments will be forced to cut people because of reduced turnover, it said in a statement.

According to importers, prohibitions on smoking indoors will reduce state revenues by at least 300 million Levs. Repealing the ban is necessary because it is proven to be inefficient and poorly thought-out, two state lawmakers.

Hold, and it will be inserted after the fact as our proposal to the Budget Law, the whole cigarette excise tax to be transferred to the Health Insurance Fund, said Cyril Gumnerov. He explained that the funds from excise taxes amounted to 1 700 million Levs.

If redirect cigarette excise tax to fund up to three or four years we will have the best health care system, not only in Europe but in the world, said Gumnerov.

Stoyan Ivanov said banning strikes directly at SMBs.

Both deputies were accompanied by owners of small neighborhood bars in the country who have organized on Facebook in an association of owners of facilities.

According to their entry into force of the ban, turnover fell by between 50 to 60% and this has led not only to a decline in profits, to work full loss.

Smoking Ban - Page 3 Empty
PostSubject: Re: Smoking Ban   Smoking Ban - Page 3 Icon_minitimeFri Sep 28, 2012 6:06 pm

Just going back to an answer to my post..the establishments I mentioned are all inside jobbies with lots of tables..aircon in the summer, heating in the winter..all used to enjoy a reasonable turnover. No reduction of staff between seasons was ever necessary and many Uni students in our city made ends meet by working in these places. All that is gone now and will probably never return. The one that survived [earlier post] has now been forced to close his doors for the first time in 16 years. It is pretty silly to try and compare the UK pubs with bars etc. in Bulgaria because they are not even close to being the same. Before I came here to Bulgaria, I spent a number of years in the UK [Notts] and I saw, first hand, what the ban did to our local Landlord and Lady. First it was a large open sided marquee, then followed the big tele screen, fruit machine and all of the bar staff. The four inside bars and lounge were always empty, but were however, available for anyone to use. If you ordered a meal, you chose to eat where you liked..inside or out. We also had quizz nights [Sunday and Wednesday] and they were very popular..even in the middle of winter..outside in the tent! I well remember slipping and sliding home at the end of the evening..more than a few times!

As I've said before, I am neither for or against smoking, but I am an advocate for common sense.
