Bulgaria: Bulgaria More Effective Than Ever with EU Funds - Minister

Bulgaria is a responsible manager of funds from the common EU budget and is in a good position to prove that to the EU, stated Bulgarian Minister of EU Funds Tomoslav Dochev.

Bulgaria is showing it can and it knows what it's doing. Our country is in a better position than ever,"
said Donchev in an interview for the Bulgarian National Radio Saturda.

In particular, he stressed that during the last two years or so corruption in European fund absorption in Bulgaria has largely been eliminated.

Minister Donchev also said that Bulgaria will request that money for funds for the next EU programming period be not tied to the level of absorption for the current one.

He was confident that Bulgaria will continue registering ever greater rates of absorption in the future.

what a crock of SH***..............!! who they trying to kidd ,themselves or us ..

Now Now... :-) They have managed to avoid corruption, it was simple, just don't give out funding to anyone at all, that way they can't steal it.

I know this to be the case in the Elena Region as last year there was 6 million Euro sat in a redevelopment pot and none of it got used. In the end they sent an EU representative to Elena to talk to people about how we would like the money spent. I was invited along. The end result... loads and loads and loads of ideas and sod all action. The biggest problem I foresaw was ongoing maintenance of facilities once paid for by the EU it then comes down to the Major to manage the upkeep of... parks, pools, etc.. Then it becomes a joke as he would not commit.

As for funding full stop, my close friend has been writing funding proposals at a rate of about 1 a month and again the major will not sign them off so that the municipality EU funding can be released!!!! No corruption just bone idle.

My partner started his application for EU funding for a historic house in July 2010. We still haven't even got to the written proposal stage due to the amount of hoops that we have to jump through BEFORE you can even apply and thats with a government promise that all planning will be signed off or rejected within a 4 month time span. What they didn't add is that rather than sending in one application they want it sent in stages now, so it still takes the same amount of time to pass!!!

So all in all the report is correct.. no corruption as they are too scared to release the cash, they have been warned that they will loose it if they don't use it and I think to them that is preferable to not being Mayor and sitting drinking all day :-)
