Municipalities convince for the third year EU funds are not easy money: mayor
Bulgarian municipalities have convinced for third year the EU funds are not easy money, said mayor of the town of Yambol Dora Yankova before the meeting of the National Association of Municipalities in the Republic of Bulgaria (NAMRB) in the town of Plovdiv.
“Ruling body and the beneficent can work together only hand in hand. We should not startle from this meeting. I want to thank to the Prime Minister Boyko Borisov he will provide us handbooks for prevention,†Yankova said.
The municipalities have prepared 1600 projects as art of them are fulfilled.
“Meanwhile, we are discussing what we should protect us from. However, we are concern about the financing of the municipalities. This embarrasses us in the financing of the projects. The condition of the municipal budgets show our revenues have not changed,†Yankova said.
She said that the revenue basis of the municipalities should be changed in 2011 and such change will be proposed.
“We know we need co-financing. We propose several measures-it is important for us to form the team, which will work on the new Local Taxes and Fees Act so the revenues of the municipalities in 2011 to be stable,â€Â
Yankova said there is possibility for advance payments under projects.
“We would like fast and intermediate payments at every 28 days and if it is possible-balanced payments to be cut to 10%,â€Â
